Chinese Manufacturers: Your EU Operations Base in Bulgaria.

The de minimis exemption is gone, tariffs on Chinese goods now reach 45%, and compliance costs keep climbing. An EU-registered entity changes your duty position, your origin status, and your delivery times — from inside the single market.

The problem

Three things changed, and they all point the same way

Exporting into the EU from outside it costs more than it did eighteen months ago, and the direction of travel is one-way.

July 2026

De minimis is gone

The EU removed the low-value consignment exemption. Every parcel now carries duty and VAT regardless of value, and every one needs a customs declaration. Direct-to-consumer shipping from China lost its cost advantage overnight.

Tariffs

Up to 45% on affected goods

Anti-dumping and countervailing duties now apply across a widening list of categories. Rates are illustrative — your commodity code determines the actual figure.

Compliance

Rising cost of being an outsider

CE marking, EPR registration, packaging and battery rules, and the carbon border mechanism all require an EU-established responsible party. Non-EU sellers pay intermediaries for each one, separately, in every member state.

The solution

Operate from inside the market you sell into

The mechanism

Light assembly in Bulgaria can qualify goods as EU-origin

Under EU rules of origin, sufficient working or processing in a member state changes a product's origin. Where your process meets the threshold for its commodity code, the finished goods circulate as EU goods — no import duty, no anti-dumping exposure, and "Made in EU" on the label.

Qualification is commodity-code specific and must be assessed case by case. We do that assessment before you commit to anything.

Flat corporate tax

One of the lowest headline rates in the EU, with 5% on dividends. Unchanged since 2007.

60–70% lower costs

Industrial rent, skilled labour and utilities against Western European equivalents.

Single market, no borders

EU member since 2007, Schengen since 2025, eurozone since 2026. Goods move without customs declarations.

You become the importer of record

Your Bulgarian entity holds the EORI number and the EU VAT registration, clears its own goods, and invoices European buyers as a domestic supplier. Your customers stop dealing with import formalities — which is often the reason they switch.

Representative scenario Illustrative

A Shenzhen electronics manufacturer set up an EOOD in Gabrovo

The company was shipping finished consumer electronics directly to European distributors and absorbing duty on every consignment. It registered a Bulgarian EOOD, leased a 600 sqm unit in a Gabrovo industrial zone, and moved final assembly and packaging there — importing components rather than finished goods.

Their European distributors now buy from an EU supplier with an EU VAT number, and take delivery in two days instead of six weeks.

This scenario is composed from typical engagements to show the shape of the work. It is not a specific client, and the figures are modelled rather than audited. Real case studies will replace it.

Timeline 3 weeks

The context

You would not be first, or alone

Chinese industrial investment in Bulgaria is established and growing — which matters practically, because the supply chains and the local expertise already exist.

€3.8B

China–Bulgaria trade

Annual two-way goods trade, and rising year on year.

€186M

Chinese FDI stock

Cumulative direct investment into Bulgarian operations.

GWM plant, Lovech

Great Wall Motor's assembly operation, 80km from Gabrovo — the anchor for a growing automotive supplier base.

BYD market entry

Now selling into Bulgaria, with Shanghai Unison's aluminium plant near Plovdiv supplying the region.

Questions

What Chinese clients ask first

The discovery call is conducted in English or Bulgarian, and there is no charge for it.

Does assembling in Bulgaria really make my goods EU-origin?

It depends entirely on your commodity code. EU rules of origin set a specific threshold per product — a change of tariff heading, a value-added percentage, or a named process. Some products qualify with modest assembly; others require substantially more. We assess your actual codes before you plan anything around it.

Can I own 100% of the Bulgarian company?

Yes. A Chinese individual or a Chinese company can hold the entire shareholding of a Bulgarian EOOD and act as its sole director. There is no residency requirement and no local partner is needed.

Do I need to travel to Bulgaria?

Not for the formation — we act under a power of attorney notarised in China and legalised for use here. If you are leasing industrial space you will probably want to visit, and we arrange site tours around a single trip.

Will a Bulgarian bank open an account for a Chinese-owned company?

Yes, though compliance review is thorough and some banks are more willing than others. We prepare the source-of-funds and business-activity documentation in advance and introduce you to banks that actively take on foreign-owned entities. Expect two to four weeks after registration.

Can I bring staff from China to run the operation?

Yes — via an EU Blue Card for qualified specialists or a single work-and-residence permit for other roles, with family reunification available. Permits require an operating company, so this follows formation rather than running alongside it.
