Why Bulgaria is where serious companies set up in Europe

The European Union has twenty-seven member states. Only one combines flat ten per cent corporate tax with eurozone membership, full Schengen access and operating costs that run sixty to seventy per cent below the Western European average. That country is Bulgaria, and these are the facts behind the claim.

  • 10% flat corporate tax — one of the lowest in the EU
  • € eurozone member since January 2026
  • 2025 full Schengen accession
  • −65% operating costs vs Western Europe

The big picture

Two accessions in two years changed everything

Bulgaria has been a full EU member state since 2007. But two things that happened in 2025 and 2026 changed the practical picture for any company that does business across the single market.

€ Live

Eurozone member

Bulgaria adopted the euro on 1 January 2026. The lev is gone. Every invoice, every bank transfer and every tax filing now runs in euros — the same currency as Germany, France, the Netherlands and twenty other member states. No conversion fees, no FX spreads, no dual-currency bookkeeping.

Live

Full Schengen member

Land borders opened on 1 January 2025, joining the air and sea borders that had already lifted. Goods now move from a Bulgarian warehouse to a German buyer without stopping at a single internal border. For freight, that means faster transit times and lower logistics cost on every shipment into the EU.

2007

Full EU member state

Bulgaria is not an associate, a candidate or a partner country. It is a full member of the European Union with complete single-market standing. A company registered here has the same legal status as one registered in Berlin or Amsterdam — the right to trade, invoice, tender and employ across all twenty-seven member states.

What this means for you, in one sentence

Western European market access and Eastern European costs, with none of the friction that used to separate them. That is what changed.

Tax advantage

Ten per cent flat, five per cent on dividends, no brackets

Not a temporary incentive, not a special economic zone, not conditional on headcount. The statutory rate for every company, held since 2007.

Bulgaria's corporate income tax rate is ten per cent of taxable profit. It has been ten per cent since 2007, and it has not changed once in nineteen years. There is no sliding scale, no surcharge for higher earnings and no minimum alternative tax.

Dividends paid to individuals are taxed at five per cent. Personal income tax is also a flat ten per cent. The combined effective rate on a euro earned, taxed at the corporate level and then distributed, is among the lowest in the European Union.

Bulgaria has concluded over seventy double tax treaties, including with China, India, Türkiye and South Korea. These treaties reduce or eliminate withholding tax on cross-border dividends, interest and royalties, so the tax advantage compounds when the parent company is in a treaty country.

10% Corporate income tax

Bulgaria's corporate income tax rate is ten per cent of taxable profit — unchanged since 2007. No sliding scale, no surcharge for higher earnings, no minimum alternative tax.

5% Dividend withholding

Dividends paid to individuals are taxed at five per cent. The combined effective rate on a euro earned, taxed at the corporate level and then distributed, is among the lowest in the EU.

10% Personal income tax

Also flat, which matters when you relocate staff or draw a director's salary. Among the lowest effective personal burdens in the EU.

70+ Double tax treaties

Including China, India, Türkiye and South Korea. These treaties reduce or eliminate withholding tax on cross-border dividends, interest and royalties.

Cost of doing business

Sixty to seventy per cent below Western Europe, line by line

The cost advantage is not a single number. It runs through every line of the operating budget — rent, salaries, utilities, professional services.

According to Numbeo's September 2026 data, cost of living including rent in Germany is 69% higher than in Bulgaria. Rent alone is 108% higher. Basic utilities for a comparable space cost 165% more.

Labour is where the difference is sharpest. Eurostat's 2025 data puts Bulgaria's average hourly labour cost at €12.0 against an EU-27 average of €34.9. The Bulgarian minimum wage is €620 per month as of January 2026 — roughly one-third of the German minimum.

This is not a race to the bottom. These are the real costs of doing business inside the European Union's legal, banking and regulatory framework, priced at the eastern end of the single market.

Line item Bulgaria Romania Poland Germany
Office rent, city centre, per sqm/month €8–12 €12–16 €14–20 €20–35
Warehouse/industrial, per sqm/month €3–5 €4–6 €4–7 €6–10

Strategic location

Where the EU meets Türkiye and the Black Sea

Bulgaria sits on the eastern edge of the European Union. It borders Türkiye to the southeast, Greece to the south, and Romania to the north across the Danube. The Black Sea coastline gives it direct maritime access to the ports that connect Europe to Asia.

For goods moving between Asia and Europe, the geography matters. Sofia to Istanbul is roughly six hours by truck. The Kapitan Andreevo border crossing — the busiest land crossing between the EU and Türkiye — handles thousands of trucks per day. Pan-European Transport Corridor IX runs north–south through the country, and the Hemus Motorway connects Sofia to the Black Sea port of Varna.

For a Chinese manufacturer shipping components to an EU assembly point, or a Turkish producer moving goods into the single market, Bulgaria is closer to the front door than almost anywhere else in the bloc.

Route Distance Mode
Sofia → Istanbul ~550 km Road, 6 hrs
Sofia → Thessaloniki ~290 km Road, 3.5 hrs
Burgas port → Varna port ~130 km Coastal
Kapitan Andreevo → Sofia ~310 km Road, 3.5 hrs
Sofia Airport → Vienna — Flight, 1.5 hrs
Sofia Airport → Frankfurt — Flight, 2.5 hrs

Black Sea ports

Varna and Burgas give direct maritime access to the routes that connect Europe to Asia, and the Hemus Motorway links Sofia to Varna on the coast.

Kapitan Andreevo crossing

The busiest land crossing between the EU and Türkiye, handling thousands of trucks per day. Pan-European Transport Corridor IX runs north–south through the country.

Sofia airport

Direct flights to most European hubs, roughly 1.5 hours to Vienna and 2.5 to Frankfurt — close to the front door for goods and people moving between Asia and the EU.

A proper map belongs here — corridors, ports, the Gabrovo/Lovech/Plovdiv industrial triangle and the Turkish border crossings. Build it from real geographic data rather than an illustration.

Workforce

Technical, multilingual, and available

Bulgaria's engineering tradition predates its EU membership by decades — the machine-building and electronics base of the region. That workforce is still here.

50k+

Annual graduates

From 51 accredited universities, with a strong weighting toward engineering, IT and applied sciences.

98%

Literacy, near-universal English in cities

English is standard in professional roles; German, Russian and Turkish are widely spoken.

€1.8–2.8k

Sofia software developer, net/month

A mid-level developer's pay — roughly a quarter to a third of Western European equivalents for EU-recognised qualifications.

UTC+2

Same working day as the continent

One hour ahead of Central Europe. EU free movement and the Posted Workers Directive let staff work across any member state.

Recent investment

Others arrived first — that is the point

The case for Bulgaria is not theoretical. Companies from the markets we serve are already here.

Automotive

Great Wall Motor, Lovech

Restarting production 80 km from Gabrovo, with the ORA electric vehicle line expected to begin production in late 2026.
